Command and control (C2) is a key element of any organisation's success. Communications and automated support are the pillars on which C2 is based. However, the human element is the most important, and the hardware factor should support it, not the other way around. Canada knows about the threat and its tremendous equipment capabilities, particularly in electronic warfare (EW) and its concentration of forces. In response to the 1987 white paper on defence, a 15 year plan, Army 2002, has been designed. One aspect of the white paper is the formation of a land division for employment in the central region of Europe under the auspices of NATO.
