The space shuttle's return to flight marks the beginning of a new chapter of the space program for both manned spaceflight and unmanned expendable launch vehicles. The space station and former President Reagan's call for the commercialization of space are expected to increase launch activity over the next decade to the point where launch capabilities are stretched to the maximum. The Department of Defense and the National Aeronautics and Space Administration requirements already are pushing the limits. With this in mind these two agencies have begun to implement plans to expand and revitalize their operations.
