Operational testing always has been important. Good operational testing and objective evaluation of the results are fundamental to the fielding of weapons, combat systems and equipment that are operationally effective and suitable. Operational testing classically is defined as the field test of a system under realistic conditions to determine its effectiveness and suitability. Realistic conditions mean typical users are operating and maintaining the system under conditions simulating those of both combat and peace-time. Realistic conditions also require that the testing include threat-representative hostile forces. The author discusses how testers are doing in an environment of dwindling dollars and increasing congressional and public scrutiny.
