Describes how a number-plate recogniser unit (NRU), developed by Computer Recognition Systems Ltd., has been evaluated for transport planning purposes. Topics covered include a detailed statistical analysis of the error rates associated with the different number-plate syntaxes and character sets currently in use, under a wide variety of conditions. In order to generate number-plates on a computer, a video camera and image processing equipment was used to capture an image of the whole alphabet for each font. This was then subdivided into sections corresponding to individual characters, which could then be redisplayed as required to form a number-plate.
