Defense acquisitions, particularly large programs, often experience turbulence and, too often, software acquisition proves to be the major weakness in project management. Many acquisition organizations are discovering that software development has the greatest leverage on cost and schedule, which justifies far greater attention to the software development process. Software acquisition in major programs has become a major concern, and more discipline is needed in managing these activities. The only effective ways to manage large software development efforts are by paying significant managerial attention to acquisition decisions and by providing a structured software acquisition program accompanied by appropriate controls, documentation and review. The techniques outlined do not guarantee success; many factors beyond the control of the software acquisition manager can interfere seriously with system acquisition. But the absence of such a program almost always will guarantee failure.
