Examines the following basic categories of interoperability: political, interagency, military, systems, and technical. The interoperability model presented in this article provides a practical approach to identifying and addressing the obstacles to achieving interoperability in multiservice and multinational C2 systems. The model provides insight, understanding and a logical road map to follow in obtaining joint and combined goals. For each basic interoperability category, it identifies the implementors and the products needed to achieve interoperability. The major obstacles to interoperability are political and cultural rather than technical. These need to be solved by the nontechnical community prior to achieving technical interoperability.
