The operation and management of facilities such as substations is very important in realizing safe and consistent transport on railroads. Conventionally commands had been divided into five categories for each type of facility. The East Japan Railway Company (JR East) and Hitachi Ltd. have developed a new supervisory control system that integrates the previously divided command categories. With the supervisory control system, the people (controllers), and machines (computers) are apportioned in the most suitable way, and an userfriendly system that can be used into the 21th century is targeted. Automation in areas such as power supply and power control allow the controllers to concentrate on essential decision-making operations. During facility and electronic equipment maintenance, there is no interaction with controllers, and the workers themselves control power stoppage. In effectively using information from each facility, the new system should be able to face the new information age, advancing beyond the conventional acident-centered command structure to perform a role as an information center for facility preservation.
