Current implementation strategies lack the necessary attention to the significant differences in implementation requirements. Moving beyond the current R&D and demonstration stage will require a better focus on the specific targets, constraints and opportunities of each application, a careful assessment of the corresponding critical factors and a comparison with parallel developments in other I&C markets. Standardisation activities should then become the backbone of a suitable engineering process able to assure full service interoperability and extended upgrading capability through the pervasive use of general purpose programmable interfaces.
