The application of the fuzzy lingustic approach in large scale systems control is considered. Some definitions, regarding the decomposed subsystems and the respective local fuzzy variables, are given. A method of hierarchical fuzzy control is proposed in which the control actions have two components: local and global. The method is used for simulating the behaviour of an urban traffic network and the results are analysed. The number of fuzzy relations is significantly reduced and the time control implementation is facilitated.
