The vehicle detector has long been an important part of most traffic control systems, but with the advent of Intelligent Vehicle/Highway Systems (IVHS), it is becoming a critical component of modern systems. Accurate and timely traffic flow information is essential for advanced traffic management and traveller information systems. In fact, many of the systems being proposed today will never achieve their full potential without access to accurate traffic flow information from street and freeway networks. Real-time traffic control, dynamic route guidance, and incident detection systems are particularly demanding. All of the above systems depend on the inductive loop detector (IDL) for monitoring traffic conditions, with all its attendant problems and difficulties. Thus, a cost-effective replacement for the IDL would be a great benefit to the province. It is from this perspective that the ministry, after reviewing a number of alternative possibilities, decided to undertake the development and field evaluation of the road traffic microwave sensor (RTMS) which is the subject of this paper.
