MIL-STD-2165- 'Testability Program for Electronic Systems and Equipments's is the DoD requirements document that, when properly used, will assure a cost-effective design of weapon systems diagnostic requirements. Experience with RFPs and contracts that include MIL-STD-2165 indicates that how and when the standard is used along with the proposal evaluation criteria have a significant impact on the extent that the goals of the standard are realized. Suggestions are made for improving the application of the standard.
