The paper describes a language developed for the writing of procedures to sequence the operation of a manned spacecraft or other computer-controlled system. Such a language is needed to relieve the burden on the human operators of systems of increasing complexity. The language is called TIMELINER. It is English-like to facilitate the monitoring of procedures by humans; it is tailored to the control of processes that take place within the flow of time; it allows the establishment of parallel streams of processing; and it contains constructs that enable procedures to react to conditions that can be stated in terms of the information available to the system to which it is applied.
