The continuous use of modeling and simulation (M/S) throughout the operational test and evaluation process is presented as a means to improve the efficiency and effecitveness. The utility of using M/S from understanding the problem at the beginning of a test program to maximizing the utility of test information after the test is discussed along with some problem areas and potential solutions.
