Most users of the final Hipparcos data will have had nothing to do with the development of the Input Catalogue. The present volume describes the work of the INCA Consortium in some detail, and attempts to provide an understanding of why certain stars will or will not be included in the final catalogue. It describes the inclusion of the contents of the submitted proposals into the Input Catalogue, the simulation activities, the definition of the 'survey', the working groups on minor planets, double and multiple stars, variable stars and the quasi-inertial reference frame link, and the various groups set up to accumulate all the available ground-based data on the selected objects in the fields of astrometry, photometry, and complementary astrophysical data (including a description of the new and extensive gorund-based observations where appropriate). The work of the group in charge of collecting, verifying and cross-checking all these data and other information necessary for establishing the successive versions of the Input Catalogue is also described.
