A detailed Aeronautical Satellite System Description has been developed by INMARSAT in cooperation with aeronautical entities. The system design makes use of existing and planned satellite capacity, and can take advantage of satellite cost-sharing opportunities with other mobile satellite services. To verify the system design and to introduce subsequent services as soon as possible, INMARSAT has placed a number of contracts for development of compatible airborne equipment. In parallel, INMARSAT Signatories have begun procurement of Aeronautical Earth Stations to interconnect with public and private terrestrial voice and data networks. This paper gives an overview of the system design and the considerations leading to it, and summarizes progress in the introduction of services.
