The life cycle of an electric locomotive built out of carbon steel is approximately 30 years. It has been estimated that during the design phase of a large engineering project, decisions affecting approximately 70 % of the total life cycle costs have been taken by the end of the conceptual design stage. By the time that the design has been finalised decisions affecting approximately 90 % of the life cycle costs have been taken, leaving only 10 % to be accounted for during the construction phase. Obviously it is important to have some form of overall control over the design phase. This control is incorporated within a logistics support plan. This paper deals with the logistic aspects of electric locomotive acquisition.
