Satellite radar altimeters have tracking and control systems designed specially for the ocean surface. These systems have experienced difficulty in tracking the less predictable topographic surfaces of the Earth. This paper describes a new tracking algorithm designed to permit robust tracking of topographic surfaces without compromising the accuracy or precision of the altimeter over the ocean.
