The focus of this research is direct inter-city passenger trains in a considered schedule period, with the train timetable being simplified to determine the train formation and service frequency. A passenger's generalized travel cost is divided into four parts: ticket cost, waiting time, schedule delay cost and cost of congestion. According to the characteristics of travel cost, the law of passenger boarding choice is revealed: the expected departure time distribution of passengers who choose trains has the characteristics of sequentiality, continuity and symmetry, while the ranges of the flows of passengers who are attracted by each train are uniform. An optimization model is proposed with the aim of minimizing the passengers' total travel costs and maximizing the operator's benefit for the direct inter-city passenger train plan. Using an example, several analyses are performed. They include the effects of train formation and service frequency on the passenger travel demand and objective function, the effects of different balance factors on the optimized train schedule, and the effects of travel distance on the schedule. This study shows that the short train and high frequency mode has greater ability to upgrade the service quality. Under elastic demand, the operator has to take their relationship into account in the train planning process. The optimal formation length and frequency are related to the weighting of the benefits between passengers and operator. A long train length and a low frequency should be the optimal operation decision for long-distance travel. The research in this paper will be helpful for train planning and timetable scheduling in railway systems. It can be used to guide decision making regarding train formation and service frequency in passenger train planning.
