PCL (Passive Coherent Location) systems using digital broadcasting services such as DVB-T/DAB as illuminators represent surveillance solutions which have rapidly evolved and matured over recent years. Within the scope of the study presented here a PCL-system using DVB-T broadcast transmissions has been deployed on site of a major international airport for system performance evaluation. Results from the measurement campaign indicate that a PCL system using DVB-T transmissions in a SFN can be utilized to monitor air-traffic within close vicinity of an airport with ranges of up to 12 km Using state of the art multiple hypothesis tracking algorithms permitted the association problem to be resolve problem and thus enabled 2D-localization with a multilateration approach to achieve precise and accurate position and velocity estimations. Monitoring aircraft activities could be extend during landing and a take off when ADS-B transmissions are switched off.
