This paper presents a systematic approach to establishing an inspection program for faults on a helicopter or other machine that is monitored with a Condition Monitoring System (CMS). The inspection strategy is based on the observed maintenance need of individual parts and the monitoring capability of the CMS. In addition to on-line inspections, it takes into account scheduled inspections for faults that cannot be reliably monitored, and for faults where monitoring is not technically or economically feasible. The program's aim is to achieve cost and availability benefits by reducing overall maintenance interventions in favor of on-line condition monitoring, while sustaining a high level of operational safety. A key element of the Condition-Based Maintenance (CBM) development process is the definition of degradation stages with regard to the fault severity. The differentiation between healthy parts, parts with degradation that does not require maintenance, and parts with degradation that requires maintenance is essential to tailoring the CBM program to the true operational characteristics of both the machine to be maintained and the monitoring system. The proposed process requires a considerable amount of data, including a detailed assessment of the degradation severity on in-service fault findings and corresponding data acquired by the CMS. The systematic collection of such data presents one of the big challenges of introducing CBM. Considering the reliance on data collected in-service, this CBM program is intended to be implemented after an initial operating period and to be further improved with increasing in-service experience.
