Railway engineering must regard a specific international and national legal framework which includes several levels of abstraction. A consistent understanding and application of its linguistic context can only result effectively if an unambiguous taxonomy of terms is applied which finally leads to quantifiable values of the physical implementation. The evolution of this safety culture is outlined in the first part. The contemporary situation incorporates new approaches which require the involved parties to dispose of a concise understanding. In order to fulfil this ambition, a formalised conceptualisation is proposed which leads directly to its concretion by standardised formal methods. Hence a methodologically closed formalised conceptualisation can comply with the legal framework in the second section of this article.
