Within the scope of a European project called SELCAT this paper shows the knowledge management system structure. The system approach is based on a structured design using semi-formal techniques as UML class diagrams and ontology methodologies. The implemented knowledge base system is to be integrated into an international web portal of international level crossing (LC) which is also shown in this paper. The current state of implementation allows uploading and classifying all kinds of relevant documents. After a successful implementation of the interface for the definition of LC typology the collection of statistics can be started. The detailed operation and LC type related structuring of the accident statistics can be used for estimation of actual operational risk on general LC.
