TanDEM-X is a mission proposal for an innovative spaceborne radar interferometer which has successfully been evaluated. It aims at the generation of a world-wide, consistent, timely, and high preceision digital elevation model according to the emerging HRTI-3 standard as the basis for a wide range of scientific research as well as for operational, commercial DEM production. This document presents a summary of the phase A study and provides an overview of the TanDEM-X programme. It summmarizes the current status of the mission, space and ground segment design and all important aspects related to the public private partnership of the developing organizations. The first part deals with the scientific and commercial users and their main requirements to the mission. It also describes the various application areas of the collected TanDEM-X data and includes a product definition. The second part gives an overview of the mission concept providng information about the formation and coverage concepts as well as performance prediction. The third part of this document presents the current space and ground segment design. Concerning the space segment, a complete design and interface document has been prepared at this early stage of the mission since the TanDEM-X satellite is a close rebuild of TerraSAR-X. This doument focuses on the differences between the two satellites. For the ground segment, the top level design is presented together with an overview of the internal structure. Finally, in the two last parts, the management concept is outlined. Reference schedules for the system development and the segments are given. Responsibilities of the partners are defined.
