In the present paper an incident in the Port of Hamburg being discussed. The goal is to consider accidents reduction at confined and crowded waterways by introducing highly-secured broadband traffic telematics, particularly MAN (Metropolitan Area Networks) in port areas due to limited transmission capacity to ensure signal integrity and reliability. Indeed, 4-dimensional high resolution trajectory tracking of the MAN allows to forecast in real time probable short-time ntersections of trajectories, both, planned ones (safe berthing, bunkering, transhipping, etc.) and accidental ones (collisions, grounding). Updated soundings for the on-board ENC (electronicnavigation charts) and of the present or forecasted draughts (under keel clearance and air draughts), and of currents and tides as well, enable warnings against grounding or collisions with bridge structures or river and channel banks. Hence, Wireless Port Traffic Telematics becomes a qualitative step forward in comparison with present radar-based VTS (Vessel Traffic Service) and AIS (Automatic Identification Systems.Other than in conventional VTS the focus is not the detectionof the ships position.More emphasis has to be placed to communication ship-ship and ship-shore. The real-time exchange of positions, headings, speed and prognosis ship-ship must be secured at the same quality level as the single ships position. This requires a network of sufficient capacity to secure in areas of dense traffic a message exchange second by second far beyond the capacities of AIS. Such network needs a permanent monitoring and safety routines to report any interference immediately to the user. But the The shortcoming of all broadband data-communication systems is the limited range, at maximum (nowadays) 10 to 12 km, if not on directed link. Satellite communication will be too expensive to run local VTMIS (Vessel Traffic Management Information System) Therefore, VTMIS as designed here will always be a local system. The third element in VTMIS is the display, certainly based on ECDIS (Electronic Charts Display System). Here the main concern is the simultaneous up-date of all involved users according to the needs and particularities of the region. Positioning, telematics and display are the core elements, which have to follow the same high quality standard. In addition the communication should enable a permanent view on all other dynamic data, needed for safe navigation, such as Tides and forecasts, local gauge, weather (temperature, pressure, wind, humidity, visibility) and general traffic information.
