The idea of Global Navigation Satellite System (GNSS) a world-wide utility to serve civil user applications emerged to serve primarily airborne safety-of-life applications. The International Civil Aviation Authority (ICAO) has introduced the GNSS concept in its proposal in 1996. The concept foresaw the combined use of the satellite navigation systems available at that time, GPS and GLONASS, supported by Satellite-Based Augmentation Systems (SBAS) to improve the accuracy (by providing precise orbit and clock parameters, and ionosphere maps) and deliver the integrity information for GPS and GLONASS. The reason for introducing GNSS was the lack of near real-time integrity information in GPS and GLONASS signals which is crucial for safety-of-life applications and the inability of GPS and GLONASS to fulfill the high accuracy requirements of civil aviation. This paper discusses certification of combined Galileo/GPS service to support the integration of individual satellite navigation systems into GNSS. To facilitate the system interoperability a pre-requisite for high-quality combined service a concept of commercial provider of interoperability-relevant data is introduced. The recent studies on this issues performed by DLR in the frame of internal projects have identified that provision of satellite ephemeris and clock parameters (as well as integrity information) in a common reference frame can significantly support the system interoperability and increase the accuracy of user positioning and timing with the combined services.
