APROSYS (Advanced PROtection SYStems) is a European Commission 6th Framework Integrated Project. Within the Integrated Project are seven sub-projects, including one concerned with the safety of Pedestrians and Cyclists. This paper describes the objectives and scope of the Pedestrian and Cyclist project that started in April 2004. The European Commission has proposed an ambitious target of 50 % fewer road deaths by 2010. However, changes in vehicle design will take time to work through the system in terms of casualty reductions and will rely on increased performance targets in pedestrian related legislation. This project will develop enhanced and new vehicle test procedures and improved vehicle design concepts that are estimated to reduce fatalities and serious injuries by 30 %. The work will first identify the details of impact (accident reference) conditions for pedestrians and pedal cyclists through the analysis of accident data and from accident reconstruction using computer based methods. Material models will be developed for laminated materials involved, primarily, in adult head impacts with the windscreen and surrounding metal pillars and rails. The current sub-system impactor testing methods will be reviewed to determine their effectiveness in improving pedestrian/pedal cyclist safety, in particular for the priority vulnerable user groups of children and the elderly. Recommendations will be made for enhancements in, and new testing methods for, assessing pedestrian's and pedal cyclist's safety during impacts with vehicles and the ground. Construction, evaluation and demonstration of these methods will be completed. Methods for providing vehicle based safety technologies to improve pedestrian/pedal cyclist safety will be examined and reviewed. Construction, evaluation and demonstration of the selected technologies will be carried out.
