During the last ten years the development of headlamps has been affected by more and more gas discharge lamps, new strategies of reflectors and dynamic bending light. In the future we will find adaptive front lighting systems, LED headlamps and DMD headlamps. Consequences of this development are higher luminances, very inhomogeneous luminance distributions or extreme peaks and different spectral distributions. The headlamps are getting smaller and smaller and the luminance is getting higher and higher. It is an open question if this development leads to more safety or to only more glare, thus worsening the safety. The paper presents the difficulties related to the evaluation of headlamps, such as the systematic errors at the evaluation of brightness; the incorrect determination of recognition distance and the unsatisfactory evaluation of glare of new and future headlamps. The ECE regulations define limits for the illuminance in special measuring points. With these values a high safety for different situations should be guaranteed. The criteria proposed in the paper allow the definition of an objective system for the evaluation and comparison of headlamps based on luminance values. Finally some recommendations for the legislation are given to improve the safety and to reduce the glare. These results will be very important for the developing of future systems (like LED - headlamps or DMD headlamps).
