Storage tanks are typical components susceptible to 'risk of prominent accident'. The consequences of a prominent accident can involve people and environment. Storage tanks are subjected in Italy to prevention actions according to D.L. 17/98/99 no. 334. Regulations concerning in-service inspection activities and assessment of integrity of aboveground storage tanks are, on the contrary, not present into Italian legislation. The User has therefore to provide technical instruction aimed to define and plan inspection and assessment activities. For this purpose Appendix O (4, API (American Petroleum Institute) Publication 581: 'Risk Based Inspection-Base Ressource Document' 2nd edition October 2000) of API BRD 581 offers a technical support through the methodology of Risk Based Inspection which represents , aimed to prevent one of the international 'best-practices'. Scope of the Risk Based Inspection procedure is to provide a methodology for planning inspection activities of above ground storage tanks, on the basis of environmental risk, aimed to prevent releases of process fluids to the surrounding environmental receptors and to preserve health, safety and environment.
