This paper has presented a reasoned structure for designing and developing ACC systems that have the potential for enhancing the value of driver assistance systems to consumers (drivers), who will face the stresses and challenges associated with congested highways. This structure involves the convergence of selected ideas, concepts, and principles from control engineering, vehicle and actuator dynamics, traffic kinematics and flow theory, and knowledge discovery in databases. It utilizes a review of pertinent observations from studies of manual driving data. Practical experience in developing ACC systems has been synthesized and generalized to provide a methodology for developing control rules for driver assistance systems such as ACC. The steps in the methodology involve using the functional purpose of the system along with a generalized control policy to unify the kinematics and dynamic aspects of the driving process in a manner that leads to a human-centred design with features based upon results concerning consumer acceptance and satisfaction.
