Aerial imagery has been shown to be very valuable for times of a disaster and for surveillance and reconnaissance tasks. The bird view of the scene gives the most detailed information about an area of interest in the shortest time. This paper introduces a hovering aerial platform connected to ground through a tether that can be used for surveillance tasks. Such a system will be useful for security purposes, to detect forest fires or detection of the extent of a disaster through an aerial camera in the sky. A vision system is used to stabilize the platform and backstepping and PD controllers are used to control the platform.
