In respect of exhaust emissions, IMO has set a standard, applicable world-wide, covering emission limits, the quantification of emissions and the means by which compliance is to be demonstrated. These requirements have been framed in, and with particular regard to, the marine context. A key point regarding ship operations when entering a SECA is that the change over of the oil fuel supply system to the lower sulphur oil fuel grade is to be fully completed prior to entry into such an area. For the ship owner or operator, there is the general need to ensure that all bunkers will be ordered in accordance with the global cap limit, that the documentation received will be retained and available as required and that the Oil Record Book, as required by MARPOL 73/78 Annex I, is maintained correctly as regards bunker deliveries. With regard to operation within SECA's, it will be necessary to decide which option is to be adopted to meet the 1.5 %m/m limit. The MARPOL 73/78 Annex VI must be seen as the first stage in controlling air pollution from shipping on an international basis. The Annex is not as restrictive as some parties had wished, but is seen by others as being an unnecessary intrusion. Nevertheless, the marine industry must accept that air pollution controls represent an inevitable part of the future regulatory framework.
