Since the main function of railways is to deliver cargo (passengers) to a destination point by target time, its successful completion directly depends on technical condition of the rolling stock. The objective criteria allowing to estimate the efficiency of a transport unit during the specified operating period, e. g. between scheduled repairs, is the reliable performance, such as probability of reliable operation, or probability of failure, or failure rate, or availability factor, etc. As a rule, those performances are given in regulations for design, manufacture and supply of railway equipment (specifications, standards) in the form of reliability requirements acceptable for the rail operator. In the present study a methodology was created, which could install throughout the railways a system able to monitor technical conditions and to perform diagnostics, maintenance and repairs of the rolling stock targeted to maintain the predetermined level of operability within its design service life under the terms of minimized funds spent on purchasing spare parts and equipment and/or costs of testing procedures and service life recovery. To apply this method a list of parameters has been specified for inspecting the rolling stock during repairs or revenue operation with a target to secure the design reliability level, and also specified were the data required for evaluating efficiency of repair procedures in what refers to reliability enhancement (recovery of lost reliability level) and the necessary expenditures. This innovation includes a procedure for creating cost-effective systems based upon comparative assessment and selection (among the matrix of element and parameter combinations) of such technical facilities and technologies which on the one hand may secure trouble-free operation of the rolling stock, its safety and efficiency, and on the other hand shall keep the costs of maintaining the operability of its own rolling stock within the limits acceptable for the railway. Another important feature of the suggested method is the possibility of various means and methods to monitor and recover the mechanical conditions of the rolling stock.
