Companies traditionally focused on shipment thefts increasingly turn their attention toward terrorism prevention. Prior to 9/11, most discussions and activities related to supply chain security and loss prevention focused on controlling theft and reducing the introduction of contraband such as drugs. Since then, focus has shifted toward terrorism concerns. While companies are still concerned about theft, they are equally as concerned with ensuring tamper-proof containers. Companies are doing whatever they can do to ensure that containers are secure throughout the entire supply chain. The backbone for importers is the C-TPAT (Customs-Trade Partnership Against Terrorism), which lays out the security review of the supply chain, including areas where special precautions need to be taken. C-TPAT, a voluntary program launched by U.S. Customs in November 2001, includes procedures for tracking the movement of incoming and outgoing goods. Requirements include submitting an application to customs and receiving approval to participate. The program requires participating importers to ensure the integrity of their security practices and to communicate security guidelines to their business partners. Another program designed to improve supply chain security is the CSI (Container Security Initiative). Launched in January 2002, the CSI arranges for customs officials to be stationed at the 20 largest overseas ports to inspect U.S.-bound cargo and screen high-risk containers. Many companies, apparel companies included, find that the steps in streamlining their supply chain to meet requirements end up saving them time and money in the long run. An importer who becomes a certified C-TPAT member will receive fast lane access through customs. This access reduces the likelihood of container inspections and can lead to favorable duty payment benefits. The improved efficiencies often result in better tracking of items in the supply chain, and faster delivery to the selling floor and the consumer.
