This paper reviews the development of international standards for marine diesel engines from the relatively low powered units first used in ships to the current and future complex high power engine installations. The background to the current classification Rules for diesel engines that stem in part from SOLAS and IACS requirements are identified in the paper. The current standards for marine diesel engines are largely prescription based and mainly address engine components and equipment rather than the engine as a power source and an integration of equipment and systems. Safety and reliability are the cornerstones of classification requirements and are built on standards that have to be acceptable to all stakeholders involved in the design, construction, installation, testing, operation and regulation of marine machinery. The current classification process for verifying that a marine diesel engine meets the required standards depends on plan appraisal, materials inspection, survey and testing in accordance with the society's rules. This process is acceptable if the engine design and intended installation is consistent with the rules and the philosophy behind the rules. New designs of engines now commonly incorporate systems, equipment and materials that are not addressed in the rules and it is necessary for classification societies to find ways of assessing their acceptability for classification. This ad hoc method of approach can lead to inconsistencies in acceptance of different systems and different engines by different classification societies. The main hurdles in the assessment of modern diesel engines for classification purposes usually stem from trying to understand the designer's intent and the operator's desired functionality. These two areas are mainly concerned with engine and system performance rather than compliance with a prescriptive requirement in a standard that may not be applicable to that particular design. The importance of performance and integration of systems that are related to safe and reliable marine diesel engines needs to be recognised and this paper provides a high level approach with defined objectives and processes for demonstrating that an engine is acceptable to all stakeholders. The approach provides the basis for a common performance based standard for the assessment and acceptance of marine diesel engines and recognises extant prescriptive standards.
