Article 7(2) of Directive 2000/53/EC on End-of-Life Vehicles (ELV) establishes that, not later than 1 January 2006, for all end-of life vehicles, the re-use and recovery shall be increased to a minimum of 85 % by an average weight per vehicle and year, the re-use and recycling shall be increased to a minimum of 80%. For all end-of life vehicles no later than 1 January 2015 the re-use and recovery shall be increased to a minimum of 95% and the re-use and recycling shall be increased to a minimum of 85%. Article 7(2) also request the commission to establish the detailed rules necessary to control compliance of Member States. Basic requirements for a common calculation method for all Member States are: The calculation method for the recycling and recovery rates must be suitable to verify that the targets of the ELV Directive will be achieved in a possible way. In order to achieve these targets the method must take into account the factual activities, material flows and the treatment and recovery processes and precisely as possible. The method must consider the efforts to collect and / or generate the required data and to calculate the recovery rates. The method shall be compatible with different situations in the Member States. It will be essential to find a harmonised approach towards this assignment of processes in general and in particular for the disposal of shredder residues. It will be necessary to clarify the disposal of shredder residues already for the 2006 targets.
