The main objective of the German radio navigation plan (Deutscher Funknavigationsplan; DFNP) is to support a co-ordinated strategy in the field of radio navigation. Based on the present state of the art, on potential applications of satellite navigation and on user requirements, the DFNP is to give all groups involved such as developers, manufacturers, service providers, and users the possibility of future-oriented planning. The DFNP covers the relevant areas of radio navigation applications in multimodal transport (traffic, personal mobility, etc.), non-transport and research. This paper provides both an overview of the general concept of the DFNP and, in particular, its application to the maritime area. For this branch, the present state of the art and new developments in maritime navigation, an analysis of relevant performance parameters of navigation systems, a compilation of maritime scenarios as well as quantified user requirements for different maritime applications and users are given.
