The report centres round the science of increasing pedestrian safety in Europe by modificating current car types and manufacturing new vehicles in the future. For this plan there are two important factors at play. One is a working group set up by the EEVC (Eurpean Enhanced Vehicle-Safety Committee) to draw up proposals and to make recommendations to the European parliament, the other one is the ACEA (European Automobile Manufacturers Association) making proposals in the interests of the carmakers. Divided in two stages, the first commitment is the introduction of new vehicle types with the recommendations of the Commission's Joint Research Centre with effect from July 2005 while the second one covers new vehicles over a period from 2010 to 2014. The number of issues that need to be resolved until then include decreased front-end stiffness and styling as well as increased weight - and thus increased CO2 emissions - and packaging. However, the most important issue will be the interconnectivity of many components and subassemblies in the vehicle to many other assemblies and functions. Furthermore, it is necessary to create more space within a car if the vehicle is to comply with the pedestrian safety requirements which causes higher costs for the carmakers.
