The objective of this paper is to present recent theoretical and practical evidence demonstrating the relationship between the condition of railway track and trains and the level of ground borne vibration generated. The importance of this information has been discussed under the following areas: 1. The cause and solution of vibration problems on existing infrastructure. 2. The variability of empirical data gathered for purposes of prediction of environmental impact, both for new and upgraded lines. 3. Understanding these factors should enable the means for control of vibration emission by vehicle- and track-based maintenance practice to be developed. Theoretical work, undertaken as part of the UIC (Union International des Chemins de fer) RENVIB (Railway ENvironmental VIBration) project, to demonstrate the effect on the dynamic component of the vibration generation mechanism of wheel roughness and track vertical quality, has been presented. Evidence from several situations has also been presented where correlation between condition of train or track has had a significant influence on the outcome. Development work to validate further the correlation between vibration emitted from the railway system and the factors described is then outlined and the possibility of setting standards and policing track and train condition as part of an approved vibration control policy is discussed. The paper concludes with recommendations for the collection of track quality information wherever possible when vibration is measured, in similar fashion to rail roughness for noise measurements.
