The U.S. national security strategy depends on its ability to project military power anywhere in the world rapidly and on a sustainable basis. But, how does the U.S. support sustained military operations in areas of the globe where fixed bases are either not avalaible or inadequate? One option explored during a four-year Science and Technology (S&T) program conducted by the Office of Naval Research is the Mobile Offshore Basis (MOB). A MOB is a self-propelled, floating logistics platform consisting of one or more serially connected modules. In this article the MOB concept is highlighted. The authors discuss the technology program, technology advancements and MOB constructability & survivability as well as technical feasibility and applications. The experience of the MOB Program as it addressed the challenge of estimating feasibility and cost for an unprecedented sea-based logistics structure is described. Through the efforts of over 50 performing organisations working collaboratively to understand this complex problem, the key issues that put MOB beyond the state of practice either have been or will be resolved shortly. Reducing risk, this S&T Program has identified, prioritized and advanced key MOB technologies. In addition, the program has delivered a comprehensive suite of design guides and tools applicable to the widest possible range of platform configurations.
