The cost and effectiveness of repair in the Arizona Enhanced vehicle emissions I/M program are examined. It is shown that as many as one quarter of failing vehicles are never repaired to pass the I/M test, and that repair effectiveness can be evaluated from test results. It is emphasized that although reported cost data from an I/M program are incomplete, they can still provide sufficient information to estimate the costs of repair.
