In order to help shipyards, owners and other relevant parties to sail through the ocean of maritime legislation Germanischer Lloyd (GL) has published an IMO-Pilot. Beside this GL has introduced the 'Environmental Passport' as a tool to assist the maritime industry in environmental matters. Behind this approach is not the idea to create new regulations but to streamline the existing ones and to give specific assistance to industry needs. The environmental passport is a document where efforts of shipowners regarding protection of the environment are stated. This can be a fulfilment of MARPOL regulations which have not passed the process of ratification, statements of compliance with national or industry regulations or voluntary measures of the shipowner. If a shipowner wants to increase efforts regarding protection of the environment, the easiest way is to fulfil IMO-requirements even before they are in force. This applies to following regulations: (1) MARPOL Annex IV (sewage), (2) MARPOL Annex VI (air pollution), (3) use of TBT-free antifoulings, and (5) vapour emission control system. In addition there is the possibility to introduce regulations which are only valid for new ships, but not for ships already in service. MARPOL Annex IV was adopted by the conference already in the 80s, but it is not put into force up to now. Most newbuildings are provided with respective installations since national authorities such as the US Coast Guard or shipping areas like the Baltic Sea require compliance with Annex IV. The Marine Environmental Protection Committee (MEPC) of IMO is drafting a new legislation to ban TBT-antifoulings. Fresh applications an ship hulls will be forbidden from the year 2003. The committee is working an details so that the resolution will be adopted most probably in year 2001. The industry has developed alternative antifoulings, so this is also a field where shipowners can act before legislation comes into force.
