This paper summarizes a feasibility study performed for the Southern California Gas Company to develop a methodology for optimizing pipeline replacement and repair. As deregulation becomes a bigger part of the operating equation, issues such as pipe repair versus pipe replacement become more important. This study reports on one attempt to balance operational costs with seismic risks. The study was conducted as a joint effort between EQE International and Cornell University, and partial support was received from the Multidisciplinary Center for Earthquake Engineering Research.
