The purpose of this paper is to provide the basis for a discussion of possible directions for the development of transport taxes and charges in China drawing from recent developments in Europe. It first examines the structure of existing charges in Europe. Road freight is taken as an example as road haulage is likely to grow rapidly in China over the next decade. Road freight charges are examined in detail in four countries and subsidies are evaluated. Proposals for the internalisation of transport's environmental and other social costs in ECMT (European Conference of Ministers of Transport) countries are then presented with a view to informing debate on the issue in China. Finally there are some remarks on the need for a comprehensive approach to environmental protection, particularly in the urban context, based on integrated land use, transport, environmental and health planning together with regulatory and fiscal policy towards the transport sector.
