Severe ice and geotechnical loads, and installation problems combined with the current economics of petroleum development, requires a critical look at the overall feasibility of arctic offshore pipelines. Subsea pipelines will be required for any significant development in arctic waters. This paper presents a discussion of the key criteria issues involved in the design of arctic offshore pipelines. Code regulations are reviewed, along with the potential failure and damage modes that need to be avoided. A new probabilistic load and load combination methodology is then presented. A limit state design approach is presented and discussed along with recommended preliminary design criteria.
