The advent of internationally recognised motor vehicle regulations and standards has effectively divided the world into two major territories: Europe and North America. Recent European initiatives, supported by the US administration, have proposed a compromise 'harmonised' braking regulation for passenger cars, which would be applicable in both territories. This paper describes the background and the fundamental differences in rulemaking and approval procedures in Europe and in North America, followed by analytical comparisons of the diverse technical requirements within the corresponding braking regulations: ECE Reg.13 and FMVSS 105. The proposed harmonised test procedure is explained and the suggested performance requirements are presented for discussion.
