The maximum benefits that may be gained by the incorporation of mechanical energy storage (MES) into vehicular propulsion systems are obtained by combining the concepts of load-leveling the prime energy source(s), and recovering vehicle kinetic energy by regeneration. These benefits are intuitively achievable and large, and have been indirectly demonstrated in past programs. There is a pressing need for the verification of these benefits in a structured program designed for that purpose. The verification, or lack thereof, is needed to give direction and emphasis to future MES component and system development. This paper describes an experimental program that characterizes the magnitude of the benefits in a flywheel propulsion system. The first step in the program will be to experimentally determine the performance of a hermetically-sealed flywheel system that has been optimized for an electric or hybrid vehicle. The flywheel system has been designed and the design tradeoffs will be drescribed. (Peters)
