It is proposed to circulate warm Pacific water through an opening in Central American then northwards via the Atlantic and the Arctic and back to the Pacific. The flow would be ten times the Amazon and the energy transfer rate 3000 times that of the British Power Grid. Direct pumping is quite impossible hence the proposal to make the moon do the work by means of 300 pump actuated tidal flaps each equivalent in size to a million ton tanker. Each flap would have a central hull and two outrigger hulls 110 deg apart, each in turn at sea level or raised in the air. Pumping water to the raised outrigger would rotate the central hull so that the flap can be vertical to prevent flow or horizontal to permit flow. Flaps and brackets would be towed to site and the brackets sunk to appropriate depth by fluidising the sea bed. Melting of sea ice would not raise the ocean level since the ice contacts on melting. Five per cent of the heat flow would melt the Arctic sea ice in 12 years. Greenland ice would take a few hundred years during which time provision could be made for the surplus water to be pumped to deserts or part of the Nile could be diverted to the Sahara. One unit of energy for the pumps would transfer northwards one million units of Pacific heat energy. (Wassmann)
