In a world of fish fins, oars and paddles, the 'conventional' rotary propulsor is very much in a minority position. Its ubiquity in ships stems from the fact that ship designers 'don't design engines; they specify the use of engines already developed for other purposes. And the power output of these engines - of modern ones at least - is presented in a rotating shaft. What is simpler than attaching the shaft to a rotating propulsor, after suitably adjusting its speed with a gearbox or other rotary coupling device? Probably nothing if an existing (rotating shaft) engine must be used in the first place. But if the problem of powering a ship can be considered from first principles, it seems likely that there may be simpler, lighter and more efficient solutions.
