The modular command and control evaluation structure (MCES) is a structured approach for evaluating C2 systems as they are described within architectures. It integrates the operational users' and analytic communities' efforts to evaluate and find the scope of C2 problems with standard and evolving operations research tools. MCES is composed of seven separate modules that guide the analyst through a C2 evaluation. The first module is used by the analyst and operational user to define the C2 problem. The next three set the terminology and theory to describe the C2 system as an architecture that relates function to physical elements. In the fifth module, guidelines are provided to identify, develop and select measures that gauge the C2 system's response in directing air defense forces. The sixth identifies the need to develop a data generator that will provide values for the C2 system's response. In the seventh, techniques are provided to aggregate measures in a way that relates measurement of the C2 response to combat outcome.
