Since January 1, 1982, at the recommendation of UNESCO, reports on oceanographic research are presented together with oceanographic tables based on the new 1978 effective salinity scale (SPS-78). The absolute salinity SA is defined as the ratio of the mass of the dissolved matter in sea water to the mass of the sea water. This quantity cannot be measured directly, so that the concept of effective salinity is introduced in order to represent oceanographic observations. The effective salinity S of a sample of sea water is defined in terms of the ratio K15 of the electrical conductivity (EC) of a sample of sea water at a temperature of 15 C and under normal atmospheric pressure to the EC of a solution of potassium chloride (KCl). The development of methods and means for performing high-precision relative measurements of the EC of sea water is discussed. In particular, a differential, contact-free EC comparator developed at the Mendeleev Institute of Metrology is described.
